A company at GRL Level 10 has an extensive, formalized and staffed government business capture strategy plan. This plan is now based on sending key BD personnel to certain conferences, frequently sponsoring government BD events in your target market, has a long-term growth plan that is based on the company's growing business capabilities.

A GRL 10 has revenues over 75% of the SB NAICS standard. Their graduation from a small to a large business is inevitable. A GRL 10 has established a broad base on subcontractor and teaming partners that when their revenues exceed the SB size standard, they will effectively transition to the competing and winning both set aside and Full and Open Competition RFPs.
