Your company has identified your target market in the government arena, and developed a market presence in the federal market space. Market presence includes having a baseline (and potentially online) visible presence in the government market space.

                                              GRL Level 4 Characteristics

                                * Business has identified its target market
                                * Business has established its government contracting identity
                                * Business has a baseline market presence
                                * Business has an online marketing presence
                                * Business is able to adequately demonstrate core government contracting capabilities to interested outside
                                  parties (Contracting Officers, Prime Contractors, etc.)
                                * Business has received a Dun & Bradstreet past performance evaluation report

Progression Steps (GRL Level 5)


   Step 1 - Determine best short-term course of action (Small Business Programs, Subcontracting, Set-Aside Contracts, Competitive Bidding).

   Step 2 - Develop a plan (marketing strategy, timeline, responsible parties) to execute your short-term strategy.
