Company has won several small subcontracts or prime contracts.

                           * Robust baseline and online government marketing presence
                           * Finely tuned target market and niche - to include long-range target RFPs
                           * Can provide successful Contractor Responsibility Assessment
                           * Can provide sufficient past performance in all represented industry codes
                           * Actively communicating with contracting officers and program manager at Target Market Agency
                           * Regularly executes responses to RFIs, SSS and pre-solicitation notice
                           * Capable of providing compliant proposal on 8(a) award, SAP award, or as a subcontractor in their target market
                           * Established formal Prime Proposal Template or Dry Run Proposal

Progression Steps (GRL Level 7)

  Step 1 - Have a clear understanding of proposal build process (via Proposal "Dry Run").

  Step 2 - Demonstrate proven commercial and government past performance record.

    Step 3 - Demonstrate capability of passing a DCMA Contractor Responsibility Review.

   Step 4 - Target a specific RFP or collection of requirements.

    Step 5 - Actively market specific RFP through agency contacts.

   Step 6 - Begin building teaming partner relationships for target RFP.
