A Level 7 company has established several teaming partner relationships in an effort to broaden their reachable market and bid on both small business and Full and Open Competition opportunities.

                                            GRL Level 7 Characteristics

                             * Government Contract Capture Strategy
                             * Established Contract Proposal Management Team (Internal or External)
                             * Target ideal RFP opportunity
                             * Build first prime proposal
                             * Participate in first debriefing (win or lose) - effectively execute lessons learned
                             * WIN first prime contract
                             * Establish Contract Administration team to manage reporting, etc.
                             * Document Best Practice Analysis of overall business capture and proposal management strategy

Progression Steps (GRL Level 8)

  Step 1 - Familiarity with advanced contract types: Cost type, award fee, incentive fee.

  Step 2 - Familiarity with government cost accounting and audit compliance.

  Step 3 - Documented a formal bid and proposal development process.

  Step 4 - Complete performance under first prime contract.
